Money laundering: the EU adds Monaco to its list of “high-risk” countries

Brussels – The European Commission has placed the Principality of Monaco on its list of countries considered “high risk,” in other words, suspected of not fighting money laundering with enough energy, whether it comes from criminal activities or tax fraud.

The European executive has aligned itself with the “grey list” of the Financial Action Task Force (FATF) where Monaco has been listed since the summer of 2024. This international body is responsible for assessing the actions of states in the fight against money laundering.

In a statement on Tuesday, the Monegasque government “took note of this expected update which would lead to Monaco being placed on the European Union’s list, which, however, assumes that the European Parliament or the EU Council do not decide otherwise.”

Members of the European Parliament and member states can indeed contest this new list within a maximum period of two months.

The Principality also emphasized its “determination” to implement measures to exit the FATF grey list. (June 10, 2025)
