Phone communication von der Leyen – Li Qiang:

“De-escalation” and resolution of the disruption caused by U.S. tariffs, through negotiations, was requested by the President of the Commission, Ursula von der Leyen, in a phone call she had on Tuesday, April 8, with the Prime Minister of China, Li Qiang.

According to a statement from the Commission, Ursula von der Leyen emphasized the vital importance of stability and predictability for the global economy during her conversation with the Prime Minister of China. In response to the extensive disruption caused by U.S. tariffs, the President of the Commission von der Leyen highlighted the responsibility of Europe and China, as two of the largest markets in the world, to support a strong reformed trading system that is free, fair, and based on equal terms of competition. Von der Leyen called for a resolution to the current situation through negotiations, stressing the need to avoid further escalation.

The President of the Commission also underscored China’s crucial role in addressing potential trade diversion caused by tariffs, especially in sectors already affected by global overcapacity. Together with the Prime Minister of China, they discussed the creation of a monitoring mechanism for potential trade diversion and ensuring that any developments are appropriately addressed.

Von der Leyen also emphasized the urgent need for structural solutions to balance the bilateral trade relationship and ensure better access for European businesses, products, and services to the Chinese market.

Regarding Ukraine, the President of the Commission called on China to intensify its efforts to contribute meaningfully to the peace process. Von der Leyen highlighted the EU’s steadfast support for a fair and lasting peace, noting that the conditions for peace must also be determined by Ukraine. She urged China to step up its efforts to contribute meaningfully to the peace process.

Finally, the President of the Commission noted that the upcoming EU-China Summit in July will be an appropriate opportunity to celebrate the 50th anniversary of diplomatic relations. (9/4/2025)
